An update contains all necessary changes to support pools creation without media (images, icons).
Risks
- some old pools that were not supposed to run will now be active

- update manager API
- find pools that are affected by the update
- fix pools by running
update_pool_contentfor each of them - release update for all of the manager campaigns service. there are changes on how pool size is calculated, especially when no media included, so it’s important to refresh them accordingly
