subscriber segments counter fix

This is a second subscriber segments counter fix. After moving away from partial updates to full segment updates on subscribtion events, the performance of segments observer has been degraded. Thus, the counter is now attached to partial updates again and will rely on individual subscribtion events to sync it’s state.
