Allows admin users to authenticate as another user in the system. The procedure consists of the following steps:

navigating to the sso admin panel (#todo create a admin sso panel page)
finding the user to authenticate as
grabbing the on-behalf token
use it with a combination of the following url: https://dashboard.nashpush.com/signin?token={TOKEN}
